What is a cosmetic product

A cosmetic product is any substance or mixture intended to be applied to the external surfaces of the human body (epidermis, hair system and hair, nails, lips, external genital organs).

Cosmetic products are also those intended for application to the teeth and mucous membranes of the mouth with the sole or predominant purpose of cleaning, perfuming, changing their appearance, protecting them, keeping them in good condition or correcting body smell.

Legislation on cosmetic products

In Europe, Regulation (EC) No 1223/2009 governs all aspects of the life of a cosmetic product.

Obligations for placing on the market

For the purposes of the aforementioned regulation, the Person Responsible for a cosmetic product must comply with a series of obligations before placing it on the market, starting with the formulation, which must respect certain limits or the prohibition on the use of certain substances, the production, according to the dictates and guidelines of cosmetic GMP, the creation of a PIF (Product Information File), which must always be kept at the disposal of the competent authorities and contain a section on product safety drafted by a professional in the sector, and that the labelling complies with legal provisions.

Company registration on the CPNP portal

In addition, before placing a product on the market, the responsible person must register their company on the CPNP portal and register each product they intend to place on the market.
